How about they ban alcohol advertising and enforce the current licensing laws? A few undercover under-age drinking busts with a commensurate fine and/or gaol time for the publican/ liscensee, and staff serving the evil brew to the innocent impressionable young things, per whichever state laws apply, ought to do the trick.
