			<content:encoded><![CDATA[<p>[<em>Last week, Australia's Finance Minister <a href="http://www.lindsaytanner.com/">Lindsay Tanner</a> wrote about Government 2.0 in <a href="http://www.nationaltimes.com.au/opinion/blogs/the-razors-edge/the-government-wants-to-blog/20100211-nssb.html">The government wants to blog</a>. Later today ABC Radio wants me to talk about how Barack Obama's presidential election campaign used social media and social networking, so I've been reviewing my liveblog of the presentations made by Ben Self at <a href="http://stilgherrian.com/media/live-blog-media-09/">Media 09</a> and Joe Trippi at the <a href="http://stilgherrian.com/politics/live-blog-politics-technology-forum-2009/">Microsoft Politics and Technology Forum</a>. Trippi has worked on various Democrat campaigns including as campaign manager for <a href="http://en.wikipedia.org/wiki/Howard_Dean">Howard Dean</a>'s 2004 unsuccessful presidential nomination campaign. Self's company <a href="http://www.bluestatedigital.com/">Blue State Digital</a> managed Obama's online fundraising, constituency-building, issue advocacy, and peer-to-peer online networking during the primaries. I figured I might as well share my notes. Enjoy.</em>]</p>
<p><img src="http://stilgherrian.com/wp-content/uploads/2010/02/obama_hope_75w.jpg" alt="" title="Barack Obama&#039;s &quot;Hope&quot; campaign poster" width="75" height="114" class="alignright size-full wp-image-6264" /></p>
<p><strong>More than two years since Barack Obama&#8217;s presidential election campaign, the numbers are still staggering. $770 million was raised, roughly 65% of that online. There were 3.2 million individual donors, with the average donation under $100.</strong></p>
<p>This is completely different from traditional political fundraising, which revolved about dinners and other events costing $2300 a ticket &#8212; the maximum <del datetime="2010-02-20T23:27:44+00:00">unreportable donation</del> <ins datetime="2010-02-20T23:27:44+00:00">donation allowable from a couple at that time</ins> under US electoral laws. Obama&#8217;s campaign really did reach out and mobilise millions of ordinary Americans.</p>
<p>Yes, millions. The progressive Democratic Party network is now 15 <em>million</em> people online.</p>
<p><strong>Online social networking tools made all this possible, sure, but the success came through the clever application of those tools. The key word here is &#8220;personal&#8221;.</strong></p>
<p>The campaign&#8217;s central managers provided a framework within which individual campaign workers could do their own thing in their own communities. The technology was created specifically for the campaign, but you could do all of it with Facebook and a few optional extras.  And while fundraising was obviously a key goal, so was <em>involvement</em>.</p>
<ul>
<li>At a rally with 10,000 people, Obama&#8217;s team would ask everyone with a mobile phone to SMS a certain number to pledge a $5 donation. Or, even better, a 1900 number so the donation is charged directly to their phone bill. Bang! $50,000 raised in 60 seconds. And you&#8217;ve captured their phone number.</li>
<li>Once you have someone&#8217;s contact details, you can ask for more. Another $5? Can I just have your age please? How about an hour of your time to help the campaign?</li>
<li>Every donor was sent a thank-you letter &#8212; not in bulk by an anonymous central office administrator but individually by a real person from their own neighbourhood.</li>
<li>People who volunteered their time to door-knock were given the names and addresses of 25 people in their neighbourhood and a training video explaining how to campaign legally. Once they knew what these people&#8217;s hot button issues were, that was fed into the database, and they could be sent personalised campaign material addressing their concerns.</li>
<li>Everyone spoken to was asked to suggest another 25 people who needed to be convinced to change their vote.</li>
<li>The central system allowed campaign workers to organise their own groups and local events in their own way. Eventually there were 20,000 groups from a national &#8220;Latinos for Obama&#8221; to thousands of &#8220;My neighbourhood for Obama&#8221;, who between them organised more that 200,000 offline events.</li>
<li>Campaigners could blog about their activities and post photos and videos. More than 100,000 people were blogging regularly. 1800 videos were uploaded, and more than 14 million people-hours spent watching them.</li>
<li>The campaign office created a &#8220;Fight the Smears&#8221; website debunking the negative myths about Obama, then bought Google keyword advertising. If people searched for &#8220;obama arab&#8221; they&#8217;d see a link to that website.</li>
<li>On election day, local campaign workers phoned people to remind them to vote. 6 million calls.</li>
<li>There was measurement at every step. What worked? What didn&#8217;t? That information was shared so everyone learned.</li>
</ul>
<p><strong>The election of Barack Obama was Politics 2.0, the election of the representatives. These same tools can be used for Government 2.0, the running of the nation and our communities.</strong></p>
<p>Some of the examples we&#8217;ve seen are:</p>
<ul>
<li>In Kentucky, residents wanted to stop a controversial condo (apartment block) development because there&#8217;d been poor communications from the authorities and a lack of opportunity for community input. Using these techniques, they gathered 1600 active members on a Facebook group to save the existing building. They organised 20 events, packed the City hearings with observers, and eventually had the proposal killed</li>
<li><strong>Here in Australia, the <a href="http://www.facebook.com/group.php?gid=360699710522">Hugh Bamford Reserve Protection Group</a> saved a park at North Bondi in Sydney.</strong> The Waverley Council issued the planning information near Christmas for a $20 million industrial-zone development on protected land. Local residents gathered more than 2500 members through their Facebook group, forcing the Council to extend the time for public comment. Eventually the Mayor caved in and pulled her support for the development even before that time had expired.</li>
</li>
<li><a href="http://www.milliontreesnyc.org/">MillionTreesNYC</a> is a public-private partnership to buy a tree, or suggest a spot for a tree, or offer to dig the hole and plant the tree, and link everyone up. 97,000 trees have been planted so far</li>
<li>In the UK, <a href="http://www.fixmystreet.com/">FixMyStreet</a> allows people to report potholes, illegal dumping, broken street lighting and graffiti. An Australian version is under development, <a href="http://its-buggered-mate.apps.lpmodules.com/">It&#8217;s Buggered, Mate</a>, where you simply tell it &#8220;What&#8217;s buggered?&#8221;, &#8220;Where?&#8221; and &#8220;How exactly is it buggered?&#8221;</li>
</ul>
<p><strong>The key to all of this is building your list of people by making personal connections, and maintaining that relationship by staying in touch.</strong></p>
<ul>
<li>You don&#8217;t marry someone on the first date. So talk regularly. Not only every six months because that&#8217;s too infrequent, but not every ten seconds either because that&#8217;ll turn them off.</li>
<li>Be relevant. Obama&#8217;s biggest fundraising day was when Sarah Palin made a disparaging comment about community fundraisers. They capitalised on that quickly be getting a message out the very same day, &#8220;We&#8217;ll show her&#8221;!</li>
<li>Be authentic. Don&#8217;t send press releases to list of supporters. Nobody wants to read press releases. Emails need to come from a person, and be written in a personal tone. Senator Al Franken, in his election campaign, would email out scanned images of hand-written letters.</li>
<li>Lower the barriers to entry. Make it <em>easy</em> for people to engage, in little ways. The most active campaigners for Obama were females aged 53 to 57. Design your systems to suit.</li>
<li>Raise your expectations. Ask people to do stuff. Ask them to host a dinner. Ask them to pay. Ask them to write comments. Ask them to refer your product. You&#8217;ll be surprised how many say &#8220;yes&#8221;.</li>
<li>Foster your regulars. Give them special access, special privileges.</li>
<li>Measure everything &#8212; from different subject lines in emails, different styles of videos, whatever. As an aside, I discovered recently that the <a href="http://www.huffingtonpost.com/"><em>Huffington Post</em></a> writes <a href="http://www.niemanlab.org/2009/10/how-the-huffington-post-uses-real-time-testing-to-write-better-headlines/">two headlines for every story</a>, and after five minutes chooses the one which generates more click-throughs.</li>
</ul>
<p>James Carville used to say in the 1990s &#8220;It&#8217;s the economy, stupid.&#8221; Now it&#8217;s &#8220;It&#8217;s the network, stupid.&#8221; How big is your network? How well are you using the tools to create and focus that network?</p>
<p>The power of individuals to organise themselves is the big change. And organisations who don&#8217;t take this on board are in denial. And yet it&#8217;s more of a cultural change, not a technological one.</p>
<p><strong>As Joe Trippi said, it&#8217;s not about the tools, it&#8217;s about what you do with them. It&#8217;s about the listening. And it&#8217;s being willing to have the conversation.</strong></p>

<p><strong>Politicians are notoriously clueless when it comes to technology. Indeed, a Parliament House staffer once told me that it&#8217;s impossible to overstate their level of ignorance. But isn&#8217;t it time they caught up with the rest of us?</strong></p>
<p>Last year I wrote about this in the business context, <a href="http://stilgherrian.com/internet/managers_must_understand_computers/">&#8220;I don&#8217;t understand computers&#8221; is not an excuse</a>. </p>
<blockquote><p>If you own or manage a business that handles information (and which business doesn’t?) then you <em>must</em> understand computers and the Internet. If you don&#8217;t, you&#8217;re incompetent. Yes, that&#8217;s right, you heard me. Incompetent&#8230;</p>
<p>In short, you don&#8217;t need to know the technology itself, but you do need to know its implications for your business.</p>
<p>Australia&#8217;s had a Goods and Services Tax since 2000. If you waved your hand and said, &#8220;Oh, I don&#8217;t understand GST,&#8221; your shareholders would have every right to sack you for incompetence.</p></blockquote>
<p><strong>Yesterday I wrote about this in the political context for <em>ZDNet.com.au</em>, <a href="http://www.zdnet.com.au/insight/software/soa/Are-clueless-politicians-holding-IT-back-/0,139023769,339299345,00.htm">Are clueless politicians holding IT back?</a>, and as in my business-focussed piece I suggested a checklist for what I reckon they should know.</strong></p>
<p>What do you think? Am I being too harsh? Or am I right in using the word &#8220;incompetent&#8221; here?</p>

<h4>His Benevolence Stilgherrian&#8217;s Christmas Message 2008</h4>
<p><strong>Good evening, sheep. Sorry, &#8220;subjects&#8221;. We trust that you&#8217;ve had time today to partake in the traditions of Christmas.</strong></p>
<p>The gluttony. The binge drinking. Bongs and backyard cricket. False affection for the relatives you hardly know. False enthusiasm for presents that you&#8217;d never have bought with your own money. A fight with your parents about something that&#8217;s so deeply repressed in your childhood memories that you can&#8217;t remember what it was about &#8212; neither of you can &#8212;  but you know that you hate them you hate them you hate them!</p>
<p>Another drink. Another bong &#8212; though perhaps later. Furtive sex with a person you later discover is your actually a close niece or nephew. Another three drinks. Then the depressing realisation that you’ve paid for this. Your credit card is exhausted. And so are you.</p>
<p>By now your guests have departed. You&#8217;ve stumbled back inside, ignoring the cyclonic disaster hell that is your back yard and the rest of your house &#8212; the rest of your life. You slump on the couch, pour an even larger drink to wash down another year of complete misery. You turn on the TV. You realise that, like every other year before, all 40 channels are full of shit.</p>
<p>As I say, you pay for this.</p>
<p>And so here we are. Cheers!</p>
<p>As your <a href="http://en.wikipedia.org/wiki/Tsar">Tsar</a>, I&#8217;ve had a challenging year in 2008. And I suppose you have too, but in a simpler, proletarian kind of way.</p>
<p><a href="http://en.wikipedia.org/wiki/Global_financial_crisis_of_2008">The global economy has collapsed</a>. Apparently you shouldn&#8217;t lend money to people who can&#8217;t afford to pay it back! Apparently <a href="http://en.wikipedia.org/wiki/Credit_default_swap">credit default swaps</a> are really just a kind of expensive game of <a href="http://en.wikipedia.org/wiki/Musical_chairs">musical chairs</a>. But the music&#8217;s stopped.</p>
<p>The signs of <a href="http://en.wikipedia.org/wiki/Global_warming">global warming</a> have become obvious, and all of those predictions &#8212; the Arctic ice packs melting, the most rapid variation of climate, of floods, hurricanes, of fire, drought &#8212; they&#8217;ve all happened just as was predicted three decades ago.</p>
<p>The pointless wars over oil continue. We respond not by decreasing oil production [sic], but by sinking billions of dollars into last century&#8217;s transport system.</p>
<p>But let&#8217;s not forget the true meaning of Christmas.</p>
<p>Let&#8217;s remember a young man &#8212; maybe around 30 years old &#8212; a man of Middle Eastern appearance, we&#8217;d call him today. He dedicated his life to helping people, to healing the sick. Though a humble man, he was mercilessly attacked. He was accused of the most heinous of crimes &#8212; accused of horrific crimes &#8212; a pawn in the vicious game played out by a militaristic empire.</p>
<p>I refer of course to <a href="http://en.wikipedia.org/wiki/Mohamed_Haneef">Dr Mohamed Haneef</a>.</p>
<p>Dr Haneef was the chosen scapegoat of a government led by that miserable toad <a href="http://en.wikipedia.org/wiki/John_Howard">John Winston Howard</a> &#8212; the Man of Steel &#8212; supported by his evil Minister for Immigration <a href="http://en.wikipedia.org/wiki/Kevin_Andrews_(Australian_politician)">Kevin Andrews</a>.</p>
<p>A year ago we celebrated the end of Howard&#8217;s depressing anti-human regime. We hoped that Chairman Kevin Rudd&#8217;s <a href="http://www.theage.com.au/news/federal-election-2007-news/annabel-stafford/2007/11/25/1195975872376.html">Iced Vo-Vo Revolution</a> would change everything. But only last week the enquiry into the whole Haneef debacle said that there&#8217;d been <a href="http://www.abc.net.au/am/content/2008/s2454244.htm">mistakes at the highest levels</a> of government, at the Australian Federal Police. Nevertheless, the Rudd government said it still has full confidence in its police commissioner, <a href="http://">Mick Keelty</a> &#8212; a man who two years ago actually suggested <a href="http://stilgherrian.com/politics/fed-police-chief-proposes-reprogramming/">forcibly &#8220;re-programming&#8221; people’s political beliefs</a>. Need I point out that that is the most fundamental breach of people&#8217;s human rights?</p>
<p>Meanwhile Chairman Rudd has failed to address the fact that Australia is the largest <em>per capita</em> consumer of carbon fuels &#8212; more than any other nation on the entire planet &#8212; and his Minister for Being a Complete Prick, <a href="http://en.wikipedia.org/wiki/Stephen_Conroy">Stephen Conroy</a>, is trying to implement the most <a href="http://stilgherrian.com/politics/conroy-thoroughly-tangled-in-his-own-rabbit-proof-firewall/">comprehensive censorship of the Internet</a> of any Western democracy.</p>
<p>Fuck this! Fuck this!</p>

<p>Some famous historian once said that it always takes a few years for the world to notice how things will change.. Or was it that tanned young apprentice plumber that I had the other year. What was his name? Anyway, whoever it was, with hindsight we can see that the United States became the world&#8217;s global leader at the end of World War One, but it wasn&#8217;t until the end of the Second World War that everyone became aware of that.</p>
<p>Similarly, the Industrial Age is over, and with it the great industrial age empire of the United States of America and the corrupt, secretive <a href="http://en.wikipedia.org/wiki/Military-industrial_complex">military-industrial complex</a> of the <a href="http://en.wikipedia.org/wiki/Neoconservatism">Neocons</a>. <a href="http://en.wikipedia.org/wiki/Dick_Cheney">Dick Cheney</a> has been <a href="http://www.chron.com/disp/story.mpl/front/6119459.html">indicted</a>. They&#8217;ve even voted in a <a href="http://en.wikipedia.org/wiki/Blackfella">blackfella</a> for President!</p>
<p>But look, before we get carried away with the audacity and hope of President <a href="http://en.wikipedia.org/wiki/Barack_Obama">Obama</a>&#8216;s new regime, consider the words of <a href="http://crikey.com.au"><em>Crikey</em></a>&#8216;s Canberra correspondent <a href="http://www.crikey.com.au/Politics/20081219-Rudds-year.html">Bernard Keane</a>:</p>
<blockquote><p>Politics is more or less based around people of high principles and good will discovering that the obtaining and exercising of power involves doing bad things, distasteful things, amoral things, [it] involves unpleasant trade-offs and not just the famous half-loaves of compromise but [the] stale, mouldy crusts. <p>The newly-hyperconnected world means that <a href="http://www.abc.net.au/unleashed/stories/s2406365.htm">politics and the media is changing</a>. Radically. Witness the speed at which resistance to Senator Conroy&#8217;s Rabbit-Proof Firewall is organising itself. Haha!</p>
<p>The 21st Century has finally begun, and in the year 2009 we will see it unfold. Cheers!</p>
<p>Looking more locally, let us consider the achievements of the New South Wales state government.</p>

<p>Even more locally, I&#8217;m pleased to see that in my village of Enmore in Sydney, next to Newtown, it&#8217;s full of children. While it&#8217;s easy to complain about the pushers &#8212; what Americans would call &#8220;strollers&#8221; &#8212; which are bigger than Belgium, there is a joy in seeing the next generation coming into being. And not in that disturbed &#8220;we must protect the children&#8221; kind of way which imagines children are threatened by pretty much everything on the planet. But in that wondrous, joyous, happy way which I know every parent watching this tonight understands.</p>
<p>Children are our future. They&#8217;re growing up in a world where they&#8217;re always connected to the global grid, where they know <em>themselves</em> whether some person they&#8217;re talking to is one of their peers or some creep &#8212; and it&#8217;s only ignorant politicians with their own outdated agendas, with their own pervasive ignorance of information technology, who don&#8217;t understand.</p>
<p>Well fuck them! Fuck the lot of them!</p>

			<content:encoded><![CDATA[<p><strong>The Christmas decorations are in the shops, people are having Christmas parties, the current affairs programs are off TV, so the year has ended, right? What do you mean, your calendar has something called &#8220;December&#8221;? Bah! This is the 21st Century! One-twelfth of the year is just thrown away!</strong></p>
<p>Back in January I made some <a href="http://stilgherrian.com/personal/predictions_for_2008/">Predictions for 2008</a>. Since 2008 has already ended, let&#8217;s see how I went.</p>

<p>I made eight predictions&#8230;</p>
<blockquote><p><em>1. <strong>The Joy of Chairman Rudd&#8217;s Iced VoVo Revolution</strong> will be dulled by the end of January when they take some stupid actions which demonstrate that they are, after all, politicians like all others. Actually, this has already happened with the announcement of <a href="http://www.freedomtodiffer.com/freedom_to_differ/2007/12/online-censorsh.html">mandatory Internet filtering by ISPs</a>. I&#8217;ll write more about that soon.</em></p></blockquote>
<p><strong>ALMOST-RIGHT.</strong> I&#8217;ll count half a point here. It took longer than January for the post-election glow to fade. I&#8217;d put it around March, when <a href="http://stilgherrian.com/politics/australia_2020_disillusionment/">disappointment with the spin-doctoring of the Australia 2020 Summit</a> started. However I was right in suggesting that Internet filtering would be a problem and I ended up writing a lot about that. </p>
<blockquote><p><em>2. <strong>At least one member of the (former) Howard cabinet</strong> will be charged with a criminal offence over something they did in office. I&#8217;d like it to be Brendan Nelson, because <a href="http://www.abc.net.au/7.30/content/2007/s1873007.htm">that deal to buy $6 billion worth of Super Hornet fighter aircraft stinks</a> &#8212; mostly because the air force doesn’t want them and the process was, erm, rushed to say the least. However I suspect it might be something to do with the <a href="http://en.wikipedia.org/wiki/AWB_Limited">AWB</a> scandal.</em></p></blockquote>
<p><strong>WRONG.</strong> It seems the NSW state government is the one which is imploding.</p>
<blockquote><p><em>3. <strong><a href="http://www.seven.com.au/">Channel 7</a> will continue to win the Australian TV ratings.</strong> <a href="http://www.nine.com.au/">Channel 9</a> will fail to reinvent itself now that its owned by an investment vehicle and not a media proprietor.</em></p></blockquote>
<p><strong>RIGHT.</strong> Channel 7&#8242;s ratings victory has been decisive, and Channel 9&#8242;s program schedule is filling up with cheap game shows. </p>

<blockquote><p><em>4. <strong>Telstra will be forced to separate its wholesale and retail businesses.</strong> Meanwhile the Sol Trujillo-led management team will continue to play nasty with the government, causing them to be increasingly sidelined &#8212; especially over the Rudd government&#8217;s new broadband rollout.</em></p></blockquote>
<p><strong>WRONG.</strong> The battle still quietly rages over Telstra&#8217;s structural separation, and the organisation is <a href="http://stilgherrian.com/politics/oh-get-over-yourself-telstra/">increasingly irrational</a>. I was right about the continuing nasty plays by Telstra, wrong about the separation happening this year &#8212; but only because the Rudd government has been appallingly slow to take action about <em>anything</em>.</p>
<blockquote><p><em>5. <strong>Barack Obama will win the US Presidential election.</strong> I know Hillary Clinton is currently the favourite, but I have the gut feeling that the Oprah factor will be important, and that Hillary&#8217;s dirty washing will be aired.</em></p></blockquote>
<p><strong>RIGHT.</strong> I don&#8217;t think it was &#8220;the Oprah factor&#8221; so much as the desperate need for change in America &#8212; what we Australians would call<a href="http://whitlamdismissal.com/whitlam/its-time.shtml"> the &#8220;It&#8217;s Time&#8221; factor</a>. I&#8217;m still rather astounded I picked it, though.</p>
<blockquote><p><em>6. When <strong>former Thai prime minister Thaksin Shinawatra</strong> returns from self-imposed exile on 14 February the new government, which is a coalition led by a Thaksin-supporting party, will somehow drop the corruption charges against him. Another military coup will follow.</em></p></blockquote>
<p><strong>WRONG.</strong> Thaksin did return to Bangkok and was promptly arrested and released on bail. Then, when he was given his passport back to visit Beijing for the Olympic Games, he did a runner. But he was found <a href="http://www.abc.net.au/news/stories/2008/10/21/2397564.htm">guilty of corruption</a> <em>in absentia</em> and has said he will not appeal the two-year prison sentence. He&#8217;s currently in Dubai and will announce his plans on 14 December.</p>
<blockquote><p><em>7. <strong>At least one Australian company will suffer a major leak of its customers&#8217; private data</strong>, prompting new laws on dealing with such things (like they already have in California).</em></p></blockquote>
<p><strong>WRONG.</strong> I still think this is a problem waiting to explode.</p>
<blockquote><p><em>8. <strong>We&#8217;ll finally figure out what the <a href="http://en.wikipedia.org/wiki/Storm_botnet">Storm Botnet</a>, the world&#8217;s largest network of hacked computers, is for.</strong> My guess: whatever the hell the designer&#8217;s paying clients want it to be for.</em></p></blockquote>
<p><strong>RIGHT.</strong> The Storm Botnet was rented out mostly to spammers, and some estimates reckon 20% of the entire global spam output originated there. <a href="http://www.theregister.co.uk/2008/11/10/storm_botnet_spam_economics/">Researchers hijacked part of the network</a> and reckon spammers could turn a profit with a response rate of less than one in a million.</p>
<p><strong>Final Score: 43.75%. Fail.</strong></p>
<p>I&#8217;ll make my predictions for 2009 closer to the New Year.</p>

<p>The base area map shows in blue the counties which recorded a majority of votes for Obama. The overlay dot map shows US cotton production from 1860 &#8212; each dot represents 2000 bales. The similarity of the distribution is uncanny a century and half later.</p>
